Utu-Hengal, one of the first native kings of Sumer after 200 years of Akkadian and Gutian rule, rebelled and started what became the UR 3, the dynasty of Inanna’s subject Kings, beginning with Utu-Hengal’s son-in-law Ur-Nammu (who gave Sumer a law code) and Shulgi (who expanded Sumer, administered it well, and brought international literature to Sumer).
